2014 V8S Convertible certified pre-owned with 9000 miles

My car, bought in November of 2016 as certified pre-owned, has been in the shop for one month.. Top went down but wouldn't go up. The dealer apparently ordered aND replaced a motor and are waiting now for a latch that they seem to be unable to acquire. They are saying it's a "global issue"... is anyone out there heard about a problem in acquiring latches for a convertible... "they ordered the part they open the box it was the wrong part... they ordered it again and the same thing happened" ..
